On Thursday, the Government of Dubai via its media office denied the alleged reports about licenses being granted for gambling activities in the emirate. The authorities also stated that the reports circulating on social media about gambling licenses are incorrect.
As per the law in the United Arab Emirates (UAE) Gambling is not permissible although the government allows selective competitions and raffles as long as the required permissions are taken. UAE also has separate laws with respect to online gambling. As per news reports Dubai’s Cyber Crimes Law has penalties for anyone caught operating an online gambling business.

The law also prohibits gambling, gambling-related advertising, opening or managing a venue for gambling, or organizing a game of chance in a public place or venue for gambling. Further, Internet service providers in UAE have to abide by the law and have to block websites that provide illegal content which also includes gambling-related content. As a result, it is the responsibility of the internet providers to block content that is not legally allowed to be broadcasted. All of this comes under the “Internet Access Management” policy of UAE.
The Penal Code in the UAE defines gambling as ‘a game whereby each of the parties hereto agrees – in case he is the loser – to pay the winner a certain sum of money or any other thing agreed upon.’ Other than this, the government has also imposed a law on media houses as they are expected to comply with the standards set by the government about gambling related advertisements. The rules related to advertisements are such that it should not breath any public moral laws.
