12 Arrested In Goa’s Chances Casino Over Illegal Betting


The officials from the Goa Crime Branch arrested 12 individuals on 15th November 2023 from the premises of Chances Casino, citing their illegal betting and gambling racket links.

The Superintendent of Police (SP) Nidhin Valsan shared that 10 individuals were caught betting out of the 12 people arrested. One individual was shuffling cards, while the other was the gaming manager of the casino. The Goan quoted Valsan saying, “The offense is for operating/playing illegal live playing cards at Chances Casino, Dona Paula, Goa in violation of license conditions.” 

The police are said to have seized one table of live card gambling, playing cards, a live card shuffler, six tablets, a dealer monitor, a computer monitor, and a card scanner, as well as cash chip floats containing chips amounting roughly to ~₹36 Lakh. It is also worth noting that money amounting to ₹33,000 from different denominations was also seized during the raid. The crime branch officials booked all arrested individuals under sections 3 and 4 of the Goa Public Gambling Act.

This is the second such incident to take place in Goa this month, as the Goa police arrested nine people on 12th November for running an illegal online gambling racket in Dhuler-Mapusa region. The police officials ended up seizing ₹3.5 Lakh as well as mobile phones and laptops. 

The city of Goa has seen a lot of casino regulations being worked out aggressively in the last few months. The local authorities are pressing the pedal and trying to sort all the chinks in the armour. 

While any entity can get a permit to operate a casino after meeting the requirements, the license can be revoked if found in violation of the laws. The recent increase in the GST rate of 28% in online real money gaming on the full face value of the entry amount has also discouraged players from spending more, resulting in decreased revenue for the casinos and online gaming sites.
