Cambodia Recruits On-Site Offices Within Its Licenced Casinos


The Commercial Gambling Management Commission of Cambodia (CGMC) has announced the establishment of 13 on-site offices within licensed casinos throughout the nation. This initiative is another step to strengthen the Law on Management of Commercial Gambling, which was enacted on 14 November 2020. The Law already provides a strict regulatory framework for the sector.

The Law on the Management of Commercial Gambling (LMCG), enacted in 2020, serves as Cambodia’s primary regulatory framework for gambling activities. It establishes a structured licensing system, allowing domestic and international operators to apply for casino licences. The Commercial Gambling Management Commission of Cambodia (CGMC) oversees licensing and regulatory enforcement within the industry.

The Cambodian gaming regulator outlined the responsibilities of these on-site offices, which include:

– Overseeing casino operations to ensure compliance with the law, emphasizing effectiveness and transparency.
– Strengthening administrative procedures within the commercial gambling sector.
– Guiding operators and license holders to help them understand their legal obligations.
– Preparing for the implementation of a Casino Management System (CMS) in the near future.

CGMC Technical Advisor Chhoeng Chantha highlighted the transformative impact of the 2020 law, stating, “Since the enactment of the Law on the Management of Commercial Gambling on November 14, 2020, the sector has been strictly regulated under its provisions.”

He further explained, “The conditions for granting a casino license go beyond financial resources and are rigorously assessed based on the qualifications and competency of investors.”

Additionally, Chantha noted that casino employees must obtain a special license from the CGMC to operate games, and all gambling equipment and software must be certified and registered with the regulator. These measures aim to enhance transparency and accountability across the industry.

Playing poker in Cambodia is tricky, as there are several rules and regulations pertaining to the game. Cambodian Government allows only foreigners to play in their casinos, even as the casino industry continues to grow. With this extra layer of governance, it remains to be seen how the Cambodian casino scene will change, for better or for worse.

With the poker scene booming internationally and some traditional tourist spots like Dubai opening up for the industry, it remains to be seen whether adding more regulations to the game makes sense for venues that have been hotspots for the game. Cambodian casinos have hosted some of the biggest poker tournaments, including the WPT Cambodia Championship in 2025 and APPT Cambodia in 2024.
